Cans anyone tell me if there are rules for the Surveillante SWACS (Space Warning and Control Ship) as I can not find anything for it.

I don't believe there is anything official in Starmada. So here's a top-of-my-head suggestion - any friendly ship within two hexes of an SWACS ship fires as if it has 'Long Range Sensors'. In addition, any ship within 1 hex of the SWACS is treated as if it has ECM (both are standard Starmada X items of equipment).

Don't ask me how that would work out in points terms ...
